BCEE (Banque et Caisse d'Epargne de l'Etat Luxembourg) garantees
delivery and reception of exchanges in a secure environment thanks to Synchrony's platform

As a result, BCEE is one of the most highly-rated financial institutions in the world.

A salient example of the numerous rewards it has received--BCEE was voted “Best Consumer Internet Bank in Luxembourg 2007” by an international jury assembled by Global Finance in New York. BCEE has been using Axway’s solutions for over fifteen years. “Axway’s platform has evolved not only along with our customer’s needs, but also with the European financial marketplace. Most recently, we have used Synchrony to integrate a Single Euro Payments Area (SEPA) SWIFT network connector,” said Tom Goerens, Assistant Vice President IT Production, BCEE. In effect, BCEE has been a forerunner in the SEPA project and is piloting two new programs: “STP”-- Straight-Through Processing, or processing without human intervention, for maximum speed and efficiency, and “STEP2”--Straight-Through Euro Processing. The implementation of these systems has been achieved in collaboration with the European Banking Association (EBA).
File Transfers Are Guaranteed End-to-End
In today’s global market, information exchanges, payment instructions, and other transactions need to be secure, and they need to reach their destinations without delay. Such security and speed is crucial for BCEE, its partners, and its customers.
“The BCEE requires a service that guarantees delivery and reception of exchanges in a secure environment,” Goerens continued. “We need to protect our infrastructure with regard to information coming from external sources. The Synchrony platform enables us to guarantee this quality service in a secure manner.”
BCEE uses the Synchrony MFT and Gateway to visualize all transfers through the system. The system generates alerts in the case of transmission errors or problems. This alerting makes possible a simple and optimal working environment for the production team.
Over 15 different types of transfers are managed through the Synchrony platform. These can be internal transfers, and external transfers with partners and customers, where data protection is crucial. The transfers are diverse in nature—they can be payment instructions, orders for bank bills from the Central Bank, financial data sent to investment fund management firms, as well as portfolio evaluations, account evaluations, and more. BCEE’s counterparts and partners rely on this information to conduct business, as do its professional customers. Synchrony also manages application-to-application (A2A) exchanges with its internal technical services for control and analysis purposes.

Optimizing Costs with a Common Platform
BCEE has created a unique exchange platform for a large number of different projects based on Synchrony. “The fact that we have mutualized the Synchrony infrastructure for a vast number of projects means that we have been able to create a veritable and universal exchange platform at a reasonable cost,” Goerens said. “When you have a solution that brings satisfaction, it is better to capitalize on that platform for as many projects as possible, both from a budgetary and an efficiency standpoint. ”I d’ont think having sad this, in any case I would not be cited as pretending other products would impact the correct functioning of Axways products."
BCEE is autonomous in its implementation, development, and management of the Synchrony platform. The IT organization at BCEE is made up of three units —the IT Production Unit which manages, installs, maintains and supports the entire IT infrastructure; the IT Development Unit, in charge of developing all new applications, enhancements and functionalities; and the Organisation Unit, responsible among others for IT security. The Organisation Unit sets the security parameters for external exchanges within Synchrony. The Development Unit provides new functionalities using Synchrony’s programming tools for evolving market needs. Indeed, all three units work closely around the Synchrony infrastructure which enables BCEE IT to be entirely self-sufficient.
